You can control displays via this tool: https://www.nirsoft.net/utils/multi_monitor_tool.html e.g. MultiMonitorTool.exe /disable \\.\DISPLAY3 Combine this with LaunchBefore options in GameEx and this could also help specify which monitor to launch a game on.

@falkensmaze: On 1: You can use Gemvoy plugin to play music on certain "pages" (e.g. the home screen and other screens without videos playing) and have it stop when it hits pages with videos on. You can also control the ambience volume. As per here:
