That is entirely up to "the one that matters" @Tom Speirs. Since the codec is not his, there may be a reason why distribution is not with the application. 🧠
Regardless, I am afraid I am out of options at the moment. Something is amiss on your system and it is not something I can replicate with mine. There are a myriad of things GameEx depends upon Windows having installed right to work (drivers, .NET, etc.) you may have to do some sleuthing in Event Viewer to see if any "events" stand out around the date/time that the error occurs.
FYI - codecies (actually spelled codicies) is plural of codex which is an ancient manuscript or tome. Codecs is the correct plural for codec which is an abbreviation of Coder-Decoder.
