new to GameEx installation problem

Hello I'm new to GameEx and I'm having trouble installing/running GameEx. I'm running on Windows 11 Pro when I install toward the end of it it throws the follow errors some of them multiple times.

unable to execute file extthemes.exe createprocess failed code 2 
unable to execute file upgradeconfig.exe createprocess failed code 2 

I uninstalled it then tried to reinstall it running it as administrator but it also throws the same errors. When I try to run GameEx nothing happens it doesn't even throw an error. Based on the dating in the log file it doesn't seem like what is logged is from my machine considering the date on every line is 29/08/2022 and the CPU/OS that is reported doesn't match my machine but I could post it if needed. Any idea how I can get this installed properly?

Yes, whenever reporting an issue, please attach copies of your gameex.ini and log.txt files in your thread (no copy & paste of file contents please).

Are you installing the latest version 19.15 from here?:

I think your issues will be solved in the latest release. One of the installs had missing files.
