Its been several years since I setup gameex, and I am running into an issue getting my mame roms to display.  I'm sure its something minor, but Ive run through the common steps like selecting no on verifying roms, and my filters.  When I update the rom list is seems to detect all the rom based on the count, but then nothing shows in the list.  Attached are my gameex.ini and log file  Any help would be appreciated

Not sure if this is the cause, at least partially, but all of your MAME paths are pointing to c:\Users which is one of those protected areas by the OS.

For starters I would recommend moving them to c:\MAME or such to see if it resolves the issue.
