missing secondary info screen

havent updated mame in a while but just did to 171 because of carnival king working, some time ago i must have set something in game-ex so i no longer get the second information screen with control panel and the option to add to favorites. puliing my hair out trying to find where that is in cinfiguration to re-enable it
