Anyone here know how to inject javascript into an html file?

I'm trying to setup Trouble Ticket Express

The create ticket form has 2 drop down boxes one to allow you to assign the ticket to a user and another to assign the ticket to a predefined group.

Both these default to "-- please select --"

What I'd like is for the "Assign to" field to be set to the "-- any operator --" value and the Department to be set to "-- none --"

I was asking the people that make Trouble Ticket Express and they said this can easily be done by injecting Javascript code to newticket.html template

But my html and javascript abilities are none existant
