I deleted it but I still get the error. It appears this file is created on boot of GamEx because I see the file there again with a timestamp of when I tried to run it.

This is not a bug in GameEx as such, more an incomaptibility with your system. In this case what it says in the log is what to try. Upgrade drivers, try different theme etc,

I have done all of this. The older version works great. Latest Vista packs, latest DirectX, latest video driver, cleaned computer, manually downloaded update and still, same thing.

It is obviously haning on the Font. I have gone back to the default theme and still nothing. Resolution changes do nothing. If the old version worked just fine, why is the new version not? Sounds like code to me.

What old version are you referring to? It could be the newer version needs more graphics memory. What graphics card is in the machine? I notice its not running vista Aero.
