GameEx volume always Maxed out when Starting

For whatever reason my volume is always at 100% when I try and adjust the volume inside GE. I can set the volume in windows and boot GE fine. It keeps that level untill I try and adjust it from within GE. For example. I set my volume to level 2 outside of GE. GE boot's and the volume is played at level 2. If I hold button 2 and press down. The volume jumps to 24 and maxes out very loud.

Found the issue to this problem. The utility I use to adjust the volume while in game was set wrong.
