how can i remove instant sheller

i was wondering if someone knows how to remove instant sheller to make windows boot, i know i can do the alt, tab, Del, thing, but the problem is , that the PC wont boot at all, i get stuck a the boot screen and if a press a button the PC restarts, pretty much like if in the background i had a message that says press any key to reboot. Anyone had this problem ?

Boot into safe mode and use a diffrent user acct.
