If a person presses the esc & ctrl keys at the same time the *windows start menu*pops up.

These are two buttons used in MAME & GameEx.

Is there a way to tell windows to ignore these shortcuts?

When guests play the machine they are prone to surfacing this issue & it really causes problems (restart of GameEx required).

One option is to remap one of the two buttons to another key. I would suggest changing button 1 from control to a different key since escape is pretty universal, but either will work.
