Image not shrinking down to fit on screen

I was running Windows 7 before and Microsoft forced an update to Windows 10 and somehow some settings must have changed.  I am running GameEx Ardcade and now it seems some of the vertical games no longer fit on the screen.  For example, I'm playing 1941 and the game image seems to be bigger than the screen.  I've tried looking it up back can't figure out what setting I should be looking at to fix this.  The first image is from a new full setup I just did with Launchbox that is working ok and the second image is from my GameEx Arcade setup.  Can anyone please point me in the right direction.

It may. You are WAY out of date and I think you will need to upgrade your install of GameEx Arcade Edition. Per your log, you are on GameEx Arcade Edition x64: Version 15.64. The latest is v18.51. Too many versions in between to attempt to triage when an update may fix your problem since the latest versions are optimized for Windows 10 x64 and beyond.

You will need to download the latest and install over the top of your current installation.

OK, I tried to upgrade but it still seems to be doing the same thing.  I'm attaching updated gameex.ini and log.txt files. Hopefully I am doing things correctly, as it's been a long time since I've used a PC as I've been using Macs for years now.

I'm running the Ultimarc ArcadeVGA 5000 and a Makvision 25" tri-mode monitor.  It's set at 640X480.  It seems as if it is running lower than 640X480 for some of the game though, 1941 being one example.

Is this happening with some or all vertical games?

If some vertical games, have you tried hitting TAB while in one of the impacted games to see if there is a display setting that can be adjusted?

The cab is at my weekend house so I won't be able to see if it is just some or all vertical games it is doing it on.  

Windows forced an upgrade to Windows 10 from Windows 7 and now the bluetooth disappeared from the system.  So far I haven't had any luck restoring it so I may even have to do a full new install if I can't get it working and that could fix things but it's been so long since I set up the system and all the utility mapping programs, etc. I can' t remember everything I need to do.  sigh
