Question about marquee display

Dunno if this a LED Blinky question or a Game Ex question. Is there a way for systems other than Mame to display a generic system marquee when games are launched? the other frontend used to do it. I was wondering if I was missing a setting. I found a way to do it on Wii U. But other systems like 3DO and Sammy Atomiswave won't work, HB Mame says defense command no matter game launched. Im enclosing pictures. Thank you

It may be an LEDBlinky question. You may want to attach copies of your gameex.ini, log.txt, and LEDBlinky config files for review when reporting a problem. Thanks.
