Is there a way to change keyboard bindings in GameEx per PC game application?

Is there a way to change keyboard bindings in GameEx per PC game application?  For example, I have Madden NFL 07 installed.  The keys in the game are not very customizable (for example, you can only reassign a letter key to another letter, not to Lt Ctrl, etc.)  I'd like to change the key binding while the application is running only, so while running the game if  I have an arcade button assigned to Lt Ctrl through an I-pac, I can change the binding to make the Lt Ctrl button something else, like the letter S to match a function in a game, but only for that game while it's running.  I thought JoytoKey would but that only assigns keys to joystick buttons.  I've tried several apps, including x360ce. Perhaps another 3rd party app?  Thanks in advance.

The settings within GameEx are global settings. For emulators like MAME, you hit Tab on a keyboard after launching a game to set the individual game button settings.

Most PC and console games are less able to be configured to use cabinet control panel settings. Some using a cab will have a keyboard and gamepad attached in some way to their cab (wired and/or wireless) for these games.

xpadder used to be used back in the day and there is a gx plugin for it.

I have not messed with it for some time though.

I think that the author for Xpadder may have abandoned support or at least that was an assumption when there was no return of support requests when Win 10 "birthday" update was introduced.
