No.. I do not think so.. this is win 10 64 home. It runs in test mode since it has installed the CRT emudriver 2.0.. but that should not have any limitation to anything . All other emulators runs fine.. snes9x, dolphin, daphne (daphne it is not setup properly but it runs properly , in the sense it has the same behavior when launched stand-alone or through front-end).

What if I add Mame under the emulators list.. ? I can add any emulator but give rompaths to mame exe and mame roms folder..  is it a test worth to try?

OMG. 
it worked. So setting mame as an emulator it actually worked no problems. 
it sees all the roms and I can launch. 
For some reason the Mame setup in the wizard that correspond to the “arcade” games type in the frontend, as we saw, does not work. 
will test more to confirm this is solved. 
still puzzling why the mame setup is not working.

After looking at this some more it looks like GameEx does not have access to c:\groovymame and your MAME command line options are all wrong. You are overthinking it and trying to do things that GameEx already inject. Just delete your MAME options entirely and make sure there are no rights issues with c:\groovymame.
