Is it possible to build a custom menu in the Arcade version?

When I change the Enabled flag in true in the CustomMenu.ini file nothing happens.

This has likely been requested by me and others before.

But if there is the CustomMenu.ini file alreay there, is it already implemented?

No. If you review the gameex.ini file you will note HTPC and other options that are present in GameEx but not Arcade Edition.
