How to create DMD images

I was wondering if someone can point me in the direction of an application for creating DMD images. I found HyperDMD, but it does not seem that I am able to create a simple PNG file from an image converted to appear as if generated for a DMD. 

If there are any utilities available for doing this, please let me know. Thanks!

Hmm, I think that there is a built-in filter in Photoshop. If it's just images, I don't see that you need some special software.

I have searched for a filter appropriate for GIMP (too poor for Photoshop) but nothing I have tried gives decent results. Not much for converting video into a DMD look either.

I've been using this grey area legal-ish version of CS2 for awhile. I mostly use Illustrator but I'm pretty sure that there is a Dot Matrix plug-in somewhere that should work with Photoshop even though this version is old. It's good enough for what we do.
