I have two questions about the gameex software

1. can I use wolfmame with the software?

2. can I record inps with it?

To answer your first question,  if it supports command line then yes. YMMV with non-MAME Dev sanctioned builds when using integrated MAME support. Many have used such builds successfully. 

I don't know what you mean by inps. Perhaps you can educate me a bit.

inps are a input recording in mame, basically what it is, it records the button presses you do and plays it back kind of like a video

From what I understand doing a full 3 minute Google search the imps recording is a part of Wolfmame. With that being said GameEx doesn't restrict, or otherwise hamper, anything an emulator does. It launches the particular program as requested and "sits back" while the game program is running. You should be good to go as long as Wolfmame is running as you want it outside of GameEx.
