Glad we finally got you to a resolution for Steam exiting at least. I recommend a separate thread please for the IPAC and Steam issue.

When you start the thread, please post your gameex.ini and log.txt files in you first post. There may be other files needed as the issue is addressed. Thanks for reporting back with your confirmation about the overlay.

Can you try modifying the following in your gameex.ini please? Change it to LaunchOnStart=D:\Emulators\Steam\Steam.exe -silent LaunchOnStartNoWait= Please post an updated log,txt and gameex.ini once

Done and thanks to nullPointer for finding the reference to keeping the Steam overlay enabled. That was the apparent issue all along.
