You may want to refer to the wonderful instructions myonions put together here and review the thread in its entirety. While he was wanting to run Gamebase for the Atari ST, the instructions apply pretty much to any Gamebase setup.

Maxwell - I split your response in the Atari ST Gamebase setup thread and merged it back here where it is more appropriate.

Please provide copies of your gameex.ini and log.txt files if the issue is within GameEx that this is occurring and attach them in your reply to this threat (Use attach files after clicking More Reply Options).

If in Gamebase itself, we have some here that may be of help, however, you may need to visit the Gamebase forums if that is not of help to you.

Hi Maxwell,

You need to verify all your files within GameBase otherwise you'll get an empty list.

First set the paths to all your files: Tools> Options

Then verify: Tools> Verify Available (or something similar)

Be aware verifying can take a very long time depending on how many files you have and your system. Once GameBase is setup correctly and you see a nice full list, it should be pretty easy to setup in GameEx. Note: GameBase has its own section in the setup wizard so use that rather than trying to setup up as a normal emulator ;) good luck!
