hi. new to this site. i just bought a captain america and the avengers ardcare. i am looking to restore it and am having trouble with finding the control panel art. is there anyone out there who thinks they can hep me on this matter

You might try the forum at ArcadeControls.com as they have quite a following for new builds and restorations. Likely you will need to obtain a scan or recreation graphic of the control panel and have a print shop or vendor such as Game On Grafix or The Artwork Doctor print it for you.
