I have the manual for this and can try to track it down. 1989 is never shown as the copyright date, only 1988, but I think the 1989 date was when it was actually released as the main game file is dated August 1989.

(Steve was both designer and coder but others involved in design and graphics) year: 1989 Somewhere I actually have the DOS manual for this and can take pictures...I have no easy way to scan it. One thing I can say for sure is that the DOS manual came only as a hard copy, not a doc or text file. Years ago I backed up many of my floppies and that was one of them. Attached is a picture of the 3.5" disk I still have though it's unreadable being 31 years after I bought it. Steve

There is an older CGA version 1.1 located here that contains exactly 5 files instead of 3: https://archive.org/download/RiskAGameofWorldDomination_1020 (Specifically the file named RiskV1.1sw1986russellFlemingstrategy.zip dated July 1986).
