Joystick issue with IPAC 4

I just put together my first CP and am using an IPAC 4. In GameEX, to select a game in the MAME list, I have to use player 3 joystick. I can't seem to figure out where to set the settings to make it use player 1 joystick. When a game is launched, all the controls work as they should. Only when in the menu after launching GameEX. Any ideas?

goto GameEx setup wizard select CUSTOM, INPUT SETTINGS, scroll down to joystick input and set the controls as you need, im using an ipac-2 and mine works fine.
