Is there any way to open game manual pdf's?

Is it possible to choose a game in an emulator, like say Mario Kart, and then have the option to open a pdf file that might have the game manual, pictures etc? Something like the extra artwork that you can use with Mame.

You can load up a manual from the GameEx game info screen for the game that you are looking at if you install the manual viewer. Are you asking about loading it from GameEx or from the game though?

To add on to what bkenobi said. You can get the manual viewer from the homepage. Configure the paths to the manual in the emulator config. Manual names must match the rom name.
