Help me find the app

I remember seeing that someone had made a very small app that was free and created video modes for Windows that worked on an arcade PC without the need for an ArcadeVGA card.

It's not VGA2TV or Powerstrip (not free). It appeared here (or on Arcadecontrols) less than six months ago.
