Flat Menus not working in Default Purple theme?

I just noticed this with 4.73 but I cannot change to flat menus using the default deep purple theme. I have Use Flat Menus = True in the config app but it still shows up with the nested menus.

Its specified in the theme.ini file. I dont know why it was there. I've removed it for the next release.
