I have recently made a custom list of about 1100 snes games in Game EX. I have downloaded the snapshot file provided on the site and though it does an excellent job, I still have many games without pictures. I am aware that Game EX has the ability to make a mass snapshot list which starts from the first rom and works it way down the list. That said, my question is can Game ex target a specific game and make a snap file for it rather than going through that entire process. If not how can I tackle this?

I cant help with your specifc question as GameEx cant do individual snaps, but I just wanted to say GameEx *should* in fact skip taking the snaps for games that you already have a snap for.

I spent a great deal of time setting up snaps in GameEx... There is a feature in the advanced config to turn on "best match" which has gameEx fuzzy match your snap image with the rom file... Without this on, you need to have your snap images match your rom name perfectly... When using the "create snap" feature, GameEx will try to create a snap for every game that doesn't already have a (name matched) snap.

This can become a fair bit of work (renaming and all) but there are a number of tools that can help...
