Is Mame the only emulator with support for lighting used control per each game? I would like to set this up for Daphne and others (If possible). Please let me know thank you.

Eventually I will add support for other emu's, just a matter of finding time to do it.

Although it would be cool to have all games light up the control panel, I have to question how valuable it is for console emulators.

On the other hand, they all have the same controls from game to game on the same console, so it's just a matter of having a single config for each console...

well for what it's worth I don't do too many consoles ePSXe is a personal favorite. Haze MD is integrated into Mame32+ so it's just a matter of adding games to the colors.ini and last but not least Nintendo (Regular & Super).
