Is it possible to change how loud the volume is inside GameEx when it starts? I know you can adjust it from within. I would just like a default audio adjustment. Thanks.

Since none knows if this is possible. Is it possible to set windows to default to a certain volume level? Since this is where GameEx gets it from.

Check out SetVol. You could run that at the start of GameEx.

Which links to a great utility. It has an option to set to a default windows volume upon boot and can also control the volume during a game. It worked fine in GameEx and Mame but didnt work in chankast.
