Bind spinner to scroll through game list?

right now the spinner controls the x axis of the mouse when in GamEx Evo.  Is there a way to bind it to scroll through the game list?

About that, I'd like to know if I can assign the turning of my steering wheel to scrolling through emulators and menus. Is that possible? If so, how? If I'm correct, that uses the X Axis, too.
