             New user here, while trying to setup gameEx I wanted to change the theme. It was refusing to load so I killed GameEx with task manager, and ever since it has refused to load

Edit: I don't seem to have a config folder...

Edit 2: I manually added a scancodes.txt and now it wants more files, I think the whole folder got deleted o_o

edit 3: had to reinstall..

You should do a reinstall. Same paths are fine. You will have lost all you settings if the config folder was deleted.
