Which is the best ftp client to use

I have been trying to download the mame evolution database but it keeps quitting on me.  I am using Winscp ftp protocol but it doesn't seem as if it is resuming.  Is this a crappy ftp downloader?

I don't FTP much these days, but in the past I've used UltraFXP
